District 2
Adam J. Bommersbach

Incumbent: No
Age on Election Day: 35
City/Township of residence: Bemidji
Where are you currently employed, and what is your role?
I am a Registered Environmental Health Specialist employed by the Minnesota Department of Health to conduct food, pool, and lodging inspections.
Please share any prior experience that you believe qualifies you for office.
In my role as an inspector I work daily reading, understanding, applying, and enforcing state statute and rules. I work as a bridge between the state, our local partners (counties and cities), and the business owners to ensure effective communication and relationships. This experience relates directly to the day to day role of a commissioner.
Please describe the roles and responsibilities of the office you are running for.
A county commissioner is responsible for overseeing the administration of county services and policies. This can include creating local ordinances, developing budgets and allocation of funds, and overseeing essential services (public safety, infrastructure, social services, etc.).
Why are you running for office?
I have loved my time living in Beltrami County and this community has been incredibly good to my family and me. It is my belief that Beltrami County is a wonderful place to live, raise a family, start a business, and pursue boundless opportunities. This is why I am running for Beltrami County commissioner. I feel a deep call to serve this community that I care so much about and hope to bring a sense of strong servant leadership to District 2. I want to ensure that every resident of District 2 knows that they are heard and that they matter. I want to pursue not just specific policy changes but leave a legacy of good works (inspire the vision of others, lead with integrity, empower the members of the community) that will impact people’s lives now and into the future.
What are your priorities, if elected? Please describe specific policy goals.
Beltrami County faces many complex issues that impact their ability to serve residents effectively. The top issues include budget constraints and a limited tax base, which limits the funding availability for essential services like public safety, mental healthcare, and infrastructure maintenance. Additionally, our communities growing demand for affordable housing and social services continue to place increased pressure on local resources.
A multifaceted approach will be required to effectively address the issues facing Beltrami County.
First, I would continue to prioritize a fiscally responsible budget process allowing for informed decision-making and fostering public trust.
Second, I would work with my fellow commissioners, the Association of Minnesota Counties, local legislators, and other local partners to advocate for increased state financial support for Beltrami County. This could be accomplished through increases to County Program aid, improved formulation of PILT (payment in lieu of taxes) to address Beltrami County’s limited taxable lands, and promoting state legislation that would better fund our counties social services.
Lastly, I would work to strengthen the county's partnerships with our local nonprofit organizations and private developers to leverage resources effectively. Only through these partnerships will we be able to make the investments in affordable housing required to promote long-term economic growth for our communities.
Across the region, renters and owners are struggling to afford housing. If elected, what would you do to address the issues of availability and affordability for your constituents?
I would work to strengthen the county's partnerships with our local nonprofit organizations and private developers to leverage resources effectively. Only through these partnerships will we be able to make the investments in affordable housing required to lessen the burden on our communities.
What effective policies will you support that will prepare your county now, next year and in the future to improve resiliency against climate change?
County governments should be proactive when preparing for the future. I would promote investment in upgrading infrastructure including improving drainage systems, updating outdated buildings when possible, and using modern technologies to enhance roadway durability and longevity in varying weather conditions. In addition, I would work to partner with local organizations, businesses, and community groups to foster collaboration and share resources and knowledge to ensure the region’s development in a sustainable way.
High taxation is a concern for many Northern Minnesotans. Please share any specific opinions you hold related to taxation, and how you plan to ensure tax dollars are used efficiently and effectively?
Unfortunately, Beltrami County faces increasing tax pressure due to several factors. These include but are not limited to a growing demand for services as our county grows, rising costs of providing those services due to inflation, continued increases in state and federal mandates without corresponding revenue provisions, and the reliance on a very narrow base of taxable property. I would continue to prioritize a fiscally responsible budget process allowing for informed decision-making and fostering public trust. In addition, I would work with my fellow commissioners, the Association of Minnesota Counties, local legislators, and other local partners to advocate for increased state financial support for Beltrami County. This could be accomplished through increases to County Program aid, improved formulation of PILT (payment in lieu of taxes) to address Beltrami County’s limited taxable lands, and promoting state legislation that would better fund our counties social services.
How do you plan to improve transparency and trust in government?
All county board meetings are open to the public and the recordings can be found on the county’s channel on YouTube. My goal is to find ways to encourage citizen participation and feedback to the information and opportunities for engagement that already exist. This can include a better utilization of social media and other digital platforms, ensuring that the county website is easy to navigate and provides access to current essential information, and looking for opportunities to create new channels of communication for residents to provide feedback identifying additional areas for improvement.

Commissioners do research on several public policy issue areas and bring them to the rest of the Board when working on community solutions.
Why are you running for office?
I'm running to be a voice for renters, homeowners, and our youth. I’m a teacher. I teach high school civics and economics. These are still challenging times for our country. We need to address disparities and look towards the future. Public service is in my blood. I have 17 years of state and local government experience. I will continue to work hard for the people of Bemidji and Beltrami County.
What are your priorities, if elected? Please describe specific policy goals.
• Childcare Expansion
• Mental Health Services Expansion
• Strategic Economic Development
• Support Our Small Businesses & Veterans
• Keep Property Taxes Low & Affordable Housing
• Secure Additional County Program Aid & State Bonding Dollars
Across the region, renters and owners are struggling to afford housing. If elected, what would you do to address the issues of availability and affordability for your constituents?
Recently, the County Board appointed me to the newly created Housing Trust Fund Cabinet, a partnership between Beltrami County and the United Way. We have over $1 Million at our disposal (with more from the state on the way) to find solutions to our local housing crisis. This is an issue across the state, but Bemidji and Beltrami County and uniquely situated as we are the 2nd poorest county in the state. We absolutely must address this issue. A recently study by MN Housing cites a shortage of 1,000 housing units that are needed. With this new money and my focus on affordable housing, we can incentivize developers to come to Bemidji and Beltrami County and start building. We can and must build new single-family homes, as well as other types of units, in every corner of the city and county. I support expanding the first-time homebuyers downpayment assistance loan program. I'm also concerned about negligent landlords charging exorbitant amounts in monthly rent and will continue to fight for renters' rights.
What effective policies will you support that will prepare your county now, next year and in the future to improve resiliency against climate change?
I certainly recognize the fact that we are living in the midst of a climate crisis and do support investing in renewable energy like wind and solar. The county has room for improvement when it comes to recycling and organics and as a member of the Natural Resources Committees with the Association of MN Counties and a member of our area counties Joint Powers Board on Natural Resources I will continue to work on keeping our forests healthy and our waters clean.
High taxation is a concern for many Northern Minnesotans. Please share any specific opinions you hold related to taxation, and how you plan to ensure tax dollars are used efficiently and effectively.
As County Commissioner, I understand that taxation is a significant concern for many residents in northern Minnesota. It is important to strike a balance between maintaining essential public services and ensuring that the tax burden on our citizens is manageable. My focus is on making sure that tax dollars are used efficiently by promoting transparency, reducing wasteful spending, and prioritizing initiatives that deliver tangible benefits to our communities, such as infrastructure improvements, healthcare, and public safety.
Luckily, most funding for counties comes from the state (and federal) government. Property taxes and fees funds the rest of the budget. This year, most county officials wanted to increase the local property tax levy by nearly 8%. I voted against this, keeping in mind our seniors on fixed incomes, low-income folks, and what I believe were misguided budget priorities.
I also recognize the importance of a fair tax system that reflects the needs and contributions of all. I am committed to continually reviewing and adjusting tax policies to support economic growth while maintaining the vital services that make our region a great place to live, work, and enjoy the great outdoors.
How do you plan to improve transparency and trust in government?
Improving transparency and trust in government is very important, now more than ever, given how polarized out county is. First, I believe that open communication and accessibility are key. I will work to make information about government decisions, budgeting, and policies more accessible to the public through regular updates, clear explanations of decisions, and easy-to-navigate online platforms. The County recently updated our website, which is helping in this area, but we could still do more with social media.
I strongly encourage citizens to attend regular town hall meetings and public forums where you can voice concerns, ask questions, and engage directly with local government representatives. This will provide opportunities for direct dialogue and help ensure that folks feel heard and involved in decision-making processes.
Education is also critical. I will work to increase civic education in schools and communities, teaching both students and adults about how government functions and how they can actively participate. Encouraging citizen involvement, whether through volunteering, joining advisory boards, or even running for office, will foster a stronger connection between the government and the people it serves.
Finally, I will advocate for strong accountability measures, including regular audits and independent oversight of government programs and spending, to ensure that we are acting in the best interest of the community. By prioritizing transparency, education, and direct engagement, I believe we can build greater trust and collaboration between government and citizens. Thank you for your consideration. Vote November 5th!

Incumbent: No
Age on Election Day: 66
City/Township of residence: Bemidji
Where are you currently employed, and what is your role?
retired
Please share any prior experience that you believe qualifies you for office.
I feel that i am uniquely qualified with my broad background in public service in business and community delevleoment, small business owner and many volunteer opportunities include 9 years on the hospital board
Please describe the roles and responsibilities of the office you are running for.
A County Commissioner is responsible for the operation of the county, including budgets, and the delivery of County services
Why are you running for office?
I love the greater Beltrami County area with all it has to offer our residents including lakes, forests, farming, trails, good infrastructure, retail, health care, and higher education, just to name a few. Doing my part to keep them all healthy and sustainable is why I am running to be the next District 3 County Commissioner. I know my extensive work experience at the state and local level will give me the knowledge and tools to successfully serve in this role.
What are your priorities, if elected? Please describe specific policy goals.
Fiduciary, Mental Health, Public Safety and transportation are my top priorities. Each of these priorities will continue to be closely monitored for continous improvement.
Across the region, renters and owners are struggling to afford housing. If elected, what would you do to address the issues of availability and affordability for your constituents?
Our area of the state, like others, do have a housing shortage. Our community has been working on this issue for decades with some success. There is a lot more to do and I will work with the groups such as the HRDC and others that collaborate on this issue. It is a long-term solution and there are many layers to it. Some of the things the county might be able to address includes investing in infrastructure such as roads, bridges and trails. Examining public zoning and regulatory barriers is also key.
What effective policies will you support that will prepare your county now, next year and in the future to improve resiliency against climate change?
A few ideas I have in this area of climate within Beltrami County is to transition as appropriate, the county buildings using renewable energy resources. The county has great recycling programs, so continuing to promote the use of that is important. Also, I am happy to see more sidewalks and bike trails. The promotions of walking and biking is something I would encourage, as well as the continued growth of new bike lanes. Ensuring that the county has the most up to date public safety equipment and services is also key.
High taxation is a concern for many Northern Minnesotans. Please share any specific opinions you hold related to taxation, and how you plan to ensure tax dollars are used efficiently and effectively.
Beltrami County is one of the poorest counties in the state. 30% of land in the county is non-taxable, so it is truly an issue. Prices are rising everywhere including in the county's budget. Counties also have many mandated programs from the state that do not come with funding. Beltrami County needs to work with our state legislators to see if there are some avenues to look at given the unique issues we have. The budget is reviewed every year to prioritize the delivery of services while recognizing we have rising costs and limited resources.
How do you plan to improve transparency and trust in government?
It starts with me individually being transparent, accountable and a good listener. I have developed a campaign website which if elected, will transition to be used as a tool for communication for constituents in District 3 as well as the county. It is also imperative to follow through if you can't answer a question and communicate back to the inquiry and also provide information and resources that I become aware of.

Manager Non-Emergency Medical Transportation Company
Please share any prior experience that you believe qualifies you for office.
Worked for the Beltrami County Sheriff's Office for over 21 years. This gives me good knowledge of not only the land area including the roads within the County but also the workings of County Government.
Also served on the Board of Directors for Adult Day Services and the NW Indian OIC both in Bemidji. Served as 1st Vice President on the State Executive Board of the Fraternal Order of Police.
Please describe the roles and responsibilities of the office you are running for.
Overseeing the operations of the County's management and Administration. Managing the County Budget and Finances to ensure the public needs are appropriately addressed. To establish short and long term plans. Represent your County's interests at both State and Federal level.
Why are you running for office?
I was born and raised in Beltrami County and I have always cared about it. I ran 13 years ago because I cared about the same issues that the County is still facing today. I feel my years of experience and knowledge, I can help make a positive difference in our community.
What are your priorities, if elected? Please describe specific policy goals.
Taxes, I feel we need to work hard to reduce the growth rate of our property taxes. Ideally I would like to work on ways to reduce them.
Public Safety. We need to make sure that Law Enforcement has all of the tools, training and manpower needed to make our community a safe place for everyone. We also need to work with local fire departments including Bemidji, Solway, Alaska, Kelliher and Blackduck. The volunteer organizations like the First Responders, Sheriff's Mounted Posse and Ham Radio Operators need to be supported by us all as well.
Road. This also comes under public safety, but some road are past the time of need to repair. To help with this I will assist the County Engineer to get more State Aid for our Roadways and Bridges.
Across the region, renters and owners are struggling to afford housing. If elected, what would you do to address the issues of availability and affordability for your constituents?
There are Commissions in our area currently working on these issues. I would see what their recommendations would be for our area. I do know there currently are more apartment buildings being planned in at least one area.
From our audience: What effective policies will you support that will prepare your county now, next year and in the future to improve resiliency against climate change?
I believe all aspects need to be looked at what the long-term effects of everything are. Everything we do that involves change affects the environment in some way, so I am not a fan of just jumping into something without a better background and long-term solution to a problem. For example, when I was younger, they made us use plastic bags to save the trees by not using paper bags. That may have slowed one problem, but now we have another problem with all of the plastic bags covering the landfills. Things like Electric Vehicles have a bonus for sure, but have we considered everything. For example, how do we dispose of the batteries when they are no good anymore. Electric vehicles wear tires faster than other vehicles because of the direct torque so that mean more tires to dispose of and more to make. Where will the money come from to maintain our highways without the amount of tax that is paid now on fuel to maintain the roads? These are questions that must be answered before we jump in with both feet. I have used both solar and wind power and I will continue to use them for some applications, I do want to make sure I know what affect the disposal of these units will have on our environment once they are used up. In the case of Solar Panels, a lot of heat is given off by these panels when the sun is on them. That said, how much does a large field of solar panels affect the temperature in that area? I am not opposed to change, but I want an honest answer to the long-term effects of the changes we make.
High taxation is a concern for many Northern Minnesotans. Please share any specific opinions you hold related to taxation, and how you plan to ensure tax dollars are used efficiently and effectively?
There are many things that come into play when talking about taxes. Spending is one of the biggest problems when it comes to governments. That said, on a county level we have MANY mandates put on us by the State and Federal Government and often times with no assistance from either to make it work. Beltrami County is an extremely poor county when it comes to tax base so to make many of these things happen, we need to support of the State and Federal Government. One thing is we need much more aid from the State to support our roads and bridges.
We also need to find ways to bring more industry into our area to help offset the cost of those taxes. That is difficult since we are a poor County, businesses have a difficult time seeing our area as a good place to start a company. We need to keep working on ways to appeal to these types of businesses.
How do you plan to improve transparency and trust in government?
I am the kind of person who just puts it out there for people to hear. I think you have seen by some of my answers that I will not just tell you what I think you want to hear, I will give you as much information as I have. I know I won't always have the answers, but I will always do my best to find them or find an explanation that we can all understand. I feel that people get frustrated with Governments because they don't know what all is going on and when they ask, they all too often get run around answers. I would hope that my open attitude with the media would also promote them being honest in their broadcast of that information as well. That is what I like about the position of County Commissioner, we can put our political differences aside and do what is right for the people.
