NPR's Tom Gjelten reports on what Assistant Secretary of State Richard Holbrooke is calling new 'rules of the road' for arresting war criminals in Bosnia. Names of suspected war criminals must be sent to the U.N. War Crimes Tribunal in the Hague...only those approved by the tribunal may be detained. NATO meanwhile is laying out its plans for arresting war criminals. NATO has been criticized in recent days for failing to detain indicted bosnian serb officials who've been making very public appearances in NATO controlled areas in recent days.
Stalking Laws
Daniel talks to Dave Beatty of the National Victim Center and Los Angeles Deputy District Attorney Rhonda Saunders about stalking laws. In the past 25 months, many states have adopted statewide stalking laws, making it easier for law enforcement agencies to take action. However, Saunders says there is much more that state legislatures can do to toughen these laws across the country. According to the National Victim Center, currently 200,000 Americans are being stalked. For more information on victim centers in your area call the National Victims Center at 1-800-FYI-CALL.
Drought Threatens Millions in Horn of Africa
In the Horn of Africa, a drought is killing livestock across a wide swath of Somalia, Kenya and Ethiopia. The United Nations estimates that more than 6 million people in the region are at risk of running out of food and water as a result of the drought if aid doesn't arrive soon.

Texas Evacuees Return to Assess Wildfire Damage
The grassfires in Texas are still burning, but they don't claim human lives or significant additional territory Wednesday. The fires have burned more than 800,000 acres since Sunday, leaving behind blackened fields, thousands of burned and starving cattle, and clouds of dust.
