The online application for the e-bike rebate program in Minnesota opens July 30.
Eligible Minnesota residents could see 75% of eligible expenses, up to $750, returned after a purchase of a new electric-assisted bicycle and certain qualifying accessories at an approved retailer.
New legislation passed in 2025 that included new requirements, like individuals being under a certain income level or having a disability to qualify. The rebates will be allocated by a random lottery.
To qualify under the income limit, 2024 adjusted gross incomes must be less than $78,000 for married tax filers, $62,000 for head of household and $41,000 for all others.
Disability requirements include receiving disability assistance or services.
All applicants must be at least 15 years old, be a full-year Minnesota resident with 2023 and 2024 tax returns and not have been claimed as a dependent in 2024.
The application period will close at 2 p.m. Aug. 7.
Any e-bike purchased under the rebate program must be new and meet the legal definition of an electric-assisted bicycle in Minnesota Statute 169.011, subdivision 27. This law defines an e-bike as a bicycle with two or three wheels that:
- Has a seat and pedals a rider can use with or without electric power.
- Fits the definition of a regular bicycle in Code of Federal Regulations, title 16, part 1512.
- Has an electric motor that does not produce more than 750 watts of power.
- Meets the requirements of a class 1, class 2, class 3, or multiple-mode electric-assisted bicycle in Minnesota Statute 169.011, subd. 15a-c, and subd. 45a.
- Has a battery or electric drive system that's been tested and approved by an independent safety lab.
- Is not designed manufactured, or modified in a way that it no longer meets the above requirements.
Accessories must be purchased at the same time as the e-bike to qualify. Qualifying accessories are limited to: a bike helmet, lights, lock, luggage rack, basket, bag or backpack, fenders and reflective clothing.
