BAGLEY — The Minnesota Bureau of Criminal Apprehension identified both the man and the deputy involved in a fatal Clearwater County use-of-force incident on Nov. 13.
According to the investigation, a Clearwater County deputy recognized 75-year-old Dennis Hoie at a Bagley gas station and attempted to arrest him on outstanding felony warrants.
Hoie reportedly resisted arrest and fled in his pickup truck, which deputies and a Bagley police officer pursued. After a successful pursuit intervention technique, or PIT maneuver, Hoie's vehicle spun out and stopped in a residential driveway.
When deputies and the Bagley officer approached and attempted to get Hoie to exit the vehicle, Deputy Noah Hallman broke the glass of the passenger window as Hoie allegedly fired a flare gun toward deputies on the driver's side. Hallman fired his handgun through the passenger window and struck Hoie. He was pronounced dead at the scene.
A deputy on the driver's side suffered a graze injury to his head, but did not require medical attention.
"BCA crime scene personnel recovered one orange-colored flare gun," stated a news release. "Deputy Hallman’s body camera was on and recording during this incident."
The BCA will present its findings to the Clearwater County Attorney's Office for further review once the investigation is complete.
